Salary Issue - Annual CTC And Monthly Income Are Not Matching?

My Annual CTC and monthly income are not matching.
There is an amount for Monthly Gross in CTC which is not same as gross amount in my monthly payslip.
Monthly gross in payslip = basic+HRA+Conveyance+LTA+Position allowance
The reason for diffrence is Position allowance. This amount is decreased and hence my monthly amount is decreased from what mentioned in CTC break up in appraisal letter.
My designation is same for past couple of years and I dont understand why they should decrease the amount. How can such a big gap exists between CTC and montly slip.
Please help me understand. This is killing me and makes me feel I have been fooled for years without my knowledge.

After my appraisal, I received letter which stated my monthly gross is 46k.
I got my new revised salary along with arrears in that month.
Another couple of months, I received salary with monthly gross 46k.
But from there, rest of the months untill my next appraisal, my monthly gross is 40k only.
It is like the appraisal gave me a hike for 4 months only, after which I receive same salary as last year without any hike!
