I am not able to understand exactly what you are trying to ask. Leaves can be granted based on genuine reasons.

Types of Leave

Leaves could be categorized into three types: planned leave, emergency leave, and leave due to illness. Depending on the need, leave can be granted without prejudice. Leave can be granted based on prior intimation. The rest can be communicated over communication.

It depends on the company's policies and procedures. Normally, L1 (immediate boss) is the sanctioning authority, and L2 (HOD) is the approving authority.

Authority for Granting Leave

Usually, the authority for granting leave is defined in any organization. It is this authority who grants a leave application. Of course, the supervisor or immediate superior is designated to recommend the leave. A detailed query would have been welcome.
