Permanent Workers Are Not Attending For Training Programmes

i am working in manufacturing company as a HR Officer. I have been given responsibility to coordinate all Training programmes for technical trg.Programmes and also management insisting to conduct the training programme for workers after ending of the shift, as we can’t take them for training during working hours. Now i am facing a problem only with workers who are working in shifts & these workers are not interested to come for the training programmes as they see training programmes are useless and also these workers after working for a Continuous 8 hrs duty by Standing, they are not staying back for the training. Sometimes, even i am requesting them to attend for the training.
These workers are basically 8th or 10th Standard and permanent workers.
Kindly help how can i fulfill the management desire & how can I motivate the workers to attend for the training programmes.

Try to search the root cause of problem that is "Unawareness of importance of training program." Ask your workers that why are they not motivated for training session? Which stops them to attend training program?
It seems that your management has failed to convince their worker on training importance and its benefits. You should convince your worker that the training sessions will help them in their career development and growth.
Also try to figure out: is your training schedule convenient for your workers? or it is scheduled after a long work-day? Can your worker easily reach to the place where it is conducted? Do you offer transport facility or not?
Try to design your training programs in a best convenient manner possible.

I agree completely, yes, those who are not being made to chase by a dog, will not run faster, there should be a desire in the people to learn, if they already are in their comfort zone, then it is very difficult to make them part of a pro active activity, because, they do not see the need, having said that, learning is a continuous process, you need to find ways to make them realize that they will be left out if they do not learn and progress, for this, you need to ensure two things, one that they really learn something new, for this, you need to carefully pick your trainer, those who will actually deliver, not those who entertain, and only entertain, because, in your feedback form, they will say very good, if they enjoy the training, not when they actually learn, so you need to redesign feedback forms, to actually capture the learning outcome.

Create pre-training questionnaires, which will make the participants see that they are finding themselves short of certain skills, once they understand that by not learning this, they may be left out and the others may climb the ladder, then that will make them participate.

Also, make them feel that training sessions are not work, it is learning for their life. Therefore they need not feel as if they continue to work after their 8 hours, also take care of the basics, like good snacks Tea etc., because after working for 8 hours, you need a break before you can concentrate on something.

Thanks to the previous replies as they bring out the holistic approach for understanding the base problems.

Now, my view is, if you have any unions encouraged by your company, you can talk to them by telling out the importance of the training.

There is also a probability for the problems with union, so they boycott it. If that is the root cause address this to the management to solve it.

From your side you can try this - try to paste the posters or fliers inside the company or at good sites like canteens, notice boards etc., about the important of a training, what is all about, who is gonna come, what you will learn.

I have tried this when i was doing my masters in my college. We could see a lot of student crowd assembled in front of the room.

I appreciate for your efforts that you are putting at your work and I can understand your anticipation.

Don\'t bifurcate them as blue collar persons try to reach to them on their voice.

Don\'t take decision with emotions and sympathy.
