Get IT Clients For Company

Hi i have started HR Consultancy. I am ready with office and website.. Now the thing that is Bothering me a lot is getting clients.
Can anyone please suggest me how to get Clients for my consultancy, And also suggest email format for approaching new clients .

Simple ground rules for any new business development. ( Assuming the facts that you are having some experience in Recruitment industry. )
1) Connect with you old ex.clients
2) Check this site / any hr forum for any new vendor enrollment for any company
3) Use linked-in to find the HR mgr link and use the info in job portal to find the contact number ( Rest you know)
OR
Just hire one 1 business development guy ..
