Seeking Advice on Creating Effective Hospital Employee Rules and Regulations for Daily Operations

Dear All HRs,

Thank you for your suggestions on the last query. I have successfully handled the situation. I have been assigned a task to create hospital rules and regulations for employees as I am working in an Eye hospital. I have drafted the rules several times, but unfortunately, they were not implemented. I seek suggestions from all of you regarding these rules, such as uniforms, leave policies, short leaves, punctuality, and other day-to-day operations.

Please advise and share your thoughts.

The simple law is you can't do it all alone. You need senior management support in this. Let's go one by one.

1. Uniform: The management has to make it mandatory, and you have to strictly follow it. If a person is not wearing a uniform, you have to stop him/her at the gate and question them for not wearing it. Secondly, if all members of senior management, if applicable, wear the uniform, automatically people down the line will follow the rules.

2. Short Leave/Leave: You can introduce a follow-up system where you have to meet all the employees who were absent the previous day. This will create good rapport and better understanding about the employee, and you can reduce the number of leave days.

3. Late Coming: Here also, you can prepare a policy and circulate it to all. Make yourself available before the specified time and stand near the gate of the swiping machine to ask the reason for late coming. If you do this for a week, I'm sure 80% of late coming could be avoided. We have done this, and it was very effective.

We already have a biometric attendance machine. However, we are facing some difficulties due to different shifts and flexible working hours for senior staff. I would like to gain insight into how to effectively implement rules, as I believe that the current ones may not be practical to enforce.

With due respect to all contributing members, their suggestions are good for an office or factory but will not be of any use to a hospital. Doctors simply do not like to bind themselves to any such hard rules because of the nature of the profession. Before considering late-coming rules, please understand the amount of working hours they put into the hospital and the kind of support they provide in emergency situations.

I think you must create some flexible working options in consultation with all the employees. Create a draft and send it to everyone for suggestions. Reach a common consensus and let the employees themselves form a professional environment. Alignment will be crucial for these situations.

A biometric system would help you, but opt for a fingerprint punching system. If you choose a showcard, proxy attendance is possible. Gain the confidence of your management and ensure that approvals from management are documented.

Conduct a Training Session

Conduct a training session to inform employees about changes in management related to uniforms, leave policies, short leave requests, late arrivals, and other day-to-day operations. Avoid implementing all policies at once. Instead, discuss with management, HOD, and other key individuals before gradually implementing each policy.
