BASIC & DA TO STAFF IN JHARKHAND STATE

Dear Seniors,
Please advise on the following points -
Is it okay if we consider 40% of gross salary and no DA and is it compulsory give both, i.e. BASIC + DA separately ?
In case we have to consider both, BASIC + DA, what should be the percentage of both with respect to total gross salary ?
If DA to be considered for staff, can this be fixed or fluctuating as is being considered for wages, which is fluctuating ?

let me explain with our current practise. We catogories our employees in to two. One is staff and the other one is workers. For staff, we dont have the component DA but we have conveyance. For workers, we bifurcate in to four components inclusive of BASIC, DA HRA and one allowance, here we are fixing the basic between 45 to 55% after minusing the DA and 20% from basic as HRA, rest in allowance to fix a gross. For example if an worker's salary is 5000 and current DA is 1000 means the following is the break up for that employee
Basic - 2200
HRA - 440
Allowance - 1360
DA - 1000.
Since the minimum wages gazettee and DA payable gazettee is iin force, You can have both components in the pay structure to avoid any confusion in minimum wages.
