Understanding Form D: Can Subsidized Canteen and Free Transport Be Included in Column 10?

I need to know what details should be mentioned in Column 10 (which refers to the "Cash value of concessional supply of essential commodities") of Form D under the Equal Remuneration Act, 1976. Can a subsidized canteen facility and free transportation be included?
