Do Companies Like IBM Really Hold Your Certificates Until You Leave Properly?

Hi All, Do companies like IBM or HCL hold your educational certificates until you are relieved from the company in a proper manner? In my company, we have a candidate who claims that his/her certificates are being held by the company and that he/she has to pay one month of their salary to retrieve the certificate. They worked with IBM in Gurgaon, Delhi, in a PHP process (not sure). Thank you.

I was doing a search on the internet. There is only one post by a lawyer who says that IBM may ask to retain original documents as security for those they are providing specialized training, and that it would be legal under American law (only for the purpose of security). I think if this was actually being done, then there would be more references to it.

One way would be to call IBM HR and ask them. But do you want to hire someone who left a company like IBM without notice?
