How Do I Draft a Relieving Letter and NOC for an Employee Joining Government Service?

Hi, I am working in an IT company as an HR Executive. There is one employee who signed a bond for one year at the time of joining, and management informed him that if he secures a job in the government sector, they will accept his resignation and provide an NOC. He has now obtained a job in the government sector, and I need to prepare the NOC and relieving letter for him.

I am seeking a format for both the NOC letter and the relieving letter for this employee. Please assist me.
