How Do the New Minimum Wage Rates in Delhi Affect You Starting October 2013?

Minimum Wages Update for Delhi State

This is to inform you that the Minimum Wages in Delhi State have been revised by the Delhi Government with effect from 1st October 2013. The notification is attached for your reference. Below are the updated Minimum Wages rates for Delhi State:

1. Un-skilled: Rs. 8,086/-
2. Semi-Skilled: Rs. 8,918/-
3. Skilled: Rs. 9,802/-
4. Non Matric: Rs. 8,918/-
5. Matric but not Graduate: Rs. 9,802/-
6. Graduate & above: Rs. 10,686/-

Although there is a mix-up of two posts, it leads to a question: Now that the minimum wage has been revised to above Rs. 6500/- in New Delhi, can I conclude that all the new recruits will be out of the ambit of EPF? Assuming that all new recruits are semi-skilled and were not covered under EPF anywhere earlier.
