A peculiar type of case has come to my attention: a Nursing School under the Coal Organisation of Odisha has stopped issuing the Final Pass Certificates to their students. The Organisation is stating that their students must work compulsorily in their hospital for only 1 year, with a stipend of ₹6000/-. This raises concerns about the violation of rights. However, I would like to understand what type of crime this situation constitutes.

Nursing School Under Mahanandi Coalfields Management

Excuse me for some grammatical errors in the above subject. The fact is that the Nursing school is under the control of Mahanandi Coalfields Management. The company is not interested in hiring permanent staff for its hospital. In an effort to minimize costs, they prefer to manage the hospital with lower expenses. Consequently, the company adopts a backdoor method of deploying fresh graduates at a reduced cost. This indirectly implies that the company is promoting an illegal practice within the nursing school.

I have contacted the Indian Nursing Council seeking a resolution for the students. The Council has confirmed that holding certificates of graduates is illegal, and no entity should retain possession of a graduate's certificate. However, I would like to know if this constitutes a crime. If so, please specify the type of crime.
