Understanding NCP Days: How to Calculate for a Month with No Work?

Dear Seniors, I have a doubt about NCP days. I want to know if one employee didn't work for a particular month, for example, 31 days (August-13). In that case, should I calculate 31 NCP days or (31-4) 27 NCP days? Please provide me with information on this matter as soon as possible.

If you are paying them wages on a daily basis, please indicate as 27. If they are salaried individuals, then please indicate as 31.
