This is Vikas Khatter. I have a problem with transferring ESI IP numbers. One of our employees has two IP numbers. I recently joined my present company and registered the employee in the ESI portal, providing him with a TIC after generating it. I was unaware that the employee had previously worked here; he was employed under our organization's main ESI code registered in Faridabad.
Now, he is working in our sub-unit registered in Okhla, Delhi (ESI sub-code). He completed the formalities for the photo using the old number but did not visit the ESI branch office to collect the smart card. Upon rejoining our sub-unit, he did not inform me that he already had an ESI number. At that time, I was also new in the organization.
When he visited the ESI branch office in Delhi for the new ESI number photo formalities, he was successful. However, when he inquired about the smart card for the newly generated ESI number, he was informed that he had two ESI numbers, making him ineligible for a smart card with the new number. The ESI personnel advised him to request HR to transfer the contribution amount from the new ESI number to the old one.
His new ESI number's date of joining is 01/04/2013. I have now inserted his old number in the ESIC portal. The ESIC personnel instructed me to indicate his date of joining with the old number as 01/04/2013 and to draft a transfer letter on the company letterhead.
My concern now is that I have been instructed to fill the contribution using the old ESI number and not to fill the employee contribution under the new number. Should I show zero days of contribution under the new ESI number, stating a leave reason? When can I indicate that he left the new ESI number, considering the ESI contribution period is from March to September?
When should I prepare and send the transfer letter to the ESIC branch office? Please advise on the type of letter I should draft for this situation. Is there a specific form for writing this letter?
