Do We Still Need To Submit Esic Return - PDF Download

I have recently joined as an hr in a company I want to know that do we still need to submit ESIC returns or not some people are telling me we need to submit the ESIC return and some say not I am very confused kindly help me out.

Here is a circular by ESIC which is self explanatory. Please note that this circular and one more circular is uploaded earlier also by our members. One need to do research before asking any question. HR professional must think at-least twice before raising any issue or replying.

But, still our internal auditor asking for ESIC return or a proof from ESIC authorith.
Even here the circular is available only without signature. Is this OK
