Should Freshers Use a Standardized CV Format or Customize for Each Job Application?

When preparing a CV for a group of freshers with similar tech/professional qualifications or students for on/off-campus placement, should it be in a standardized format or should it be an individually customized document that may vary from candidate to candidate? I would like to request friends from the HR department (as well as others) to share their views.

In my humble opinion, there should be two sections:

Standard Section
Where commonalities among the group are presented. This will make it easier for recruiters or systems to sort, rank, and select candidates.

A "Non-Standard" Unique Section
Since no individual is the same, this is an area where individuals can highlight their unique skills, aspirations, achievements, and interests.

Most importantly, candidates should be able to "defend" their CVs well. Many CVs claim good "communication skills" but contain elementary spelling mistakes. 
