Engineering Company Attendance & Loan Policy Help?

Dear Sir,
I am working in Medium size engineering company. There is around 60 employees are working including Staff, Worker, Contract Labour, Apprentices.
Now, I would like to prepare the attendance policy for all category.
And also Loan policy for the staff worker.
So, you are requested me advice that which are the points i have to covered with refernce to our laws.
