1) No, I didn't receive a relieving letter; I only received a copy of the resignation letter from the principal.

2) No, I didn't sign any papers.

As far as I know, teachers are not considered workmen under the ID Act, and they cannot raise a dispute before the Labour Court. Except for the POG Act, EPF Act, and ESI Act, the applicability of other laws is doubtful. However, they can go to civil courts if the contract is violated.

I do agree with all the valid suggestions given by the expert. Since it is a very small city, it is very difficult for you to go for legal action. That requires time and money, which I don't think will be advisable for you. The best way is to go to the local police station and lodge a complaint against the principal. Though it is not in their jurisdiction, they will definitely help you, as it is an injustice. Try that; I am sure your problem will be sorted out without spending a penny.

If this does not work out, then you have to approach the Board of Trustees. Inform them that if they do not clear your dues, you will go to the media (press). I am sure they don't want their school image to be spoiled.
