Since you have asked this question you must be an HR of Finance man concerned with EPF.Better you buy a bare act of EPF with schemes and find out not only Sec 7A but other useful points on EPF,pension schemes,EDLI.

If you are talking about Section 7A of PF and MP Act, it Authoried the EPF Commissiiner or Dy. Commissioner or Asst. Commissioner for determination of mony due from Employer by order in case of any dispuit. It determines the applicability of this Act and due.

what is graduaty insurance scheme ? what is the difference between PF & PPF ?

PF means employee provident fund that is provision by company & PPF means
Personal Provident fund that is org. by our self.

PPF is not personal provident fund. It is PUBLIC provident fund .
