Sand blasting provisions will be available in your state factories rules under hazardous process or under sec 87 of Factories Act.

As stated by Mr.Vargheese Mathew, please refer the applicable state factories rules.
As per, Punjab Factories Rules 1952, Schedule – VIII, Sand blasting is prohibited.
"Prohibition of sand blasting - Sand or any other substance containing free silica shall not be introduced as an abrasive into any blasting apparatus and shall not be used for blasting"
