Can an Employee in Qatar Resign While Suspended Without an End Date? Seeking Advice

Hi Everyone, I'd like to seek your advice. Is there anyone here who knows about Qatar Labor laws? I happen to have a friend in Qatar who is under suspension. However, in the suspension letter, there is no specified end date for the suspension. Can the employee resign even if he's under suspension?
