Can a Diploma Holder with Contract Experience Be Hired as a Technician Apprentice in India?

Dear all, I need clarification on the following:

Eligibility for Technician Apprentice Position

A person with 1 year of work experience worked under a contract in a private company in electrical maintenance (the person completed a Diploma in Electrical). Please clarify whether the company can hire this individual (male) as a Technician apprentice.

You can consider him as an apprentice technician since he has only worked as a contract laborer, not as an apprentice. If he has already completed an apprenticeship at a previous company, he is not eligible to undergo apprenticeship training again.
