Can My Employer Manipulate My Salary Scale? Seeking Advice on EPF and DA Concerns

I am a TGT teacher at a private school. My basic salary is Rs. 9300. I received Rs. 18,902 cash in hand in the year 2012-13. My employer deposited EPF from my side, Rs. 1116 (12% of my basic Rs. 9300, but not including DA. I think DA is Rs. 0, how is that possible?). On the other hand, the employer's share is only Rs. 780 (is there a rule for this?). It should be equal to my share. The employer shows my DA as 0. Can the employer change or manipulate my salary scale for his benefit? If so, how can I address this issue?

Salary and Allowances Clarification

Your queries relate to DA, PF, and your salary scale. You did not mention your salary scale. What I understand from your post is that your net salary (i.e., after deductions) is Rs. 19,002/-, in which your basic component is Rs. 9,300/-, and the remaining amount is towards other allowances. It is not compulsory to give you DA unless it is written in your terms of appointment or in your terms of service rules. The basic component should not be less than the minimum wage rate if the MW Act is applicable to you.

PF Contribution Clarification

Regarding your PF contribution, your school is liable to contribute an equal amount of your share unless your share is not inclusive of VPF. If the school is deducting PF on your entire basic without restricting it to Rs. 780/-, the school should not restrict the employer's contribution to Rs. 780/-. You are a teacher. You should first talk to the school and try to resolve the issue amicably.

I have not understood how your school changed or manipulated your salary scale.
