1. What can be the approximate cost to set up a wireless ISP in India?
2. What legal formalities need to be completed to start this business?

I want to redistribute internet bandwidth in a colony, so I'll not be a direct ISP but will be purchasing bandwidth from a national ISP and then forwarding it to consumers.
