Management is ones personal skill, you can further develop it with books like one attached. But what you also need is legal knowledge. Buy a book from a good publishing house. Taxman is good, if you can get a legal book from there.

It's pleasing to know your interest.This would be useful too, having said that I would impress upon you to stay in touch with the community as this in itself is like an "encyclopedia" for learning. To be a good HR Person you have to be a well read person too.
