Difference Between Inquiry Authority and Disciplinary Authority

What is the difference between Inquiry Authority and Disciplinary Authority?

Timing for Providing Witness and Document Lists

What is the correct time to provide a list of witnesses and a list of documents to the accused/delinquent employee?

Thanks in anticipation.

Role of Disciplinary Authority

The Disciplinary Authority is the person empowered to initiate disciplinary action against erring employees and award punishment accordingly.

Role of Enquiry Officer

The Enquiry Officer is a person selected from among the employees higher in rank or status than the delinquent, or an outsider well-versed in domestic enquiry procedures. This officer is appointed by the disciplinary authority to inquire into the charges framed and submit their findings.

Timing for Providing Witness and Document Lists

Along with the enquiry notice, or at least during the first hearing itself, the list of witnesses to be examined and the list of documents to be relied on should be provided to the accused/delinquent.
