Building Rules Applicable On Factories Other Than Factories Act

Please let me know whether any other Regulation made by State Industrial Development Corporation regarding Factory building other than factories Act/Rules will also be applicable simultaneously.

Dear Sharma Ji,
In Uttarakhand SIDA (State Industrial Development Authority) approves the Factory Map as per their Regulation GIDCR(General Industrial Development Control Regulation 2012). I wish to know that are these Regulations binding on us? simultaneously with Factories Act 1948.
