How To Starting Up The PF And ESI A/c For The Company

Dear Seniors,
Greetings of the day!!!
I newly joined in an pvt co., in chennai as HR and we are dealing trading business and my employer asked me to starting up ESI and PF accounts to the employees within 2 to 3 months period so i checked the net to find out the ways but i come to know that for setting up a PF a/c min 20 employees should working in the co., but we are not yet reached to 20.
more over we are going to expand our business to other parts of India like Bangalore, Hydrabad, Kochi and all major cities across India, it makes me even confused me whether i have to start one pf a/c by the compny's name and use it every state r should i need to apply for all the states and its very diffcult for us to reach 20 person mark in every state would also the difficult one
Please suggest me the best way to tackle this situation

PF is common for the company irrespective of what place in india the employees are located.
As soon as you have 20 or more employees, you need to apply for a PF number

So i have to wait till my company increase the manpower to 20 or more but what about ESI and its process please throw some light on this matter

I have been informed that you are also allowed to apply in advance in anticipation of exceeding the limit. However, I do not know of anyone who has done that.
