PF Settlement Of American Citizen In Case Of Resigne From Indian Company

Dear Friends,
I have two questions:
1) Is An american Citizen who working in a Indian Company which is covered under PF Act. treated as a "International Worker"?
2) How can we settle EPF & EPS claim in case of American Citizen resigned from Indian Company, which covered under PF Act.?
Need details explaination which should be easy to understand.

He is not an international worker as per definition.See para 83 of EPE scheme,
