Is My Graduation Complete with a Provisional Certificate and How to Get a Duplicate Mark Sheet?

Hi, I completed my graduation in 2000 from a regular college. One of my exams was not cleared, and afterward, I received a mark sheet from my college showing that particular exam with "Er" and a provisional certificate issued from my college. I want to inquire whether my graduation is considered complete after receiving the provisional certificate. Also, to obtain a duplicate mark sheet, do I need to specify the mark sheet roll number or the provisional certificate roll number? Is there a website where I can view my mark sheet online?

You should contact your college and your respective university, carrying your enrollment papers and previous mark sheets, etc.
