My query pertains to whether our Chandigarh education center falls under the Shop and Establishment Act or not. I would appreciate your assistance on this matter.

Consultancies come under the service industry, not manufacturing. Therefore, your consultancy is applicable for Shops & Establishments. Even recruitment consultancies also need the Shops & Establishment registration.
