Issuing Performance Incentive/Increment Letters
Issuing a copy of a performance incentive or increment to an employee is a mode of communication to inform them; it is not an approval being sought. The action needs to be completed unless there is a genuine reason to deny it, such as a grave lapse in the procedure, wrong interpretation of any policy term, or clear victimization (this can be supported if the rating is drastically lower than the previous year). Otherwise, "I have been rated lower than what I deserve" is a universal feeling and is normal.
Though it is advisable to have at least one session of counseling with such an employee to listen to them, if no genuine concern is found, convince them to accept.
