Need An HR Model

Dear Sir/Madam
I am going to join an manufacturing unit of edible,mustard oil at Agra, U.P.
The company have deputed me as HR officer over there.
Before me there were no HR Dept. and no HR Professionals.
the working staff used to do all functional activities of HR manually by conventional process.

They people asked me to set up an entire HR model over there. So I request you please help me in this matter

Well, if you have a qualification related to HR then its good to you otherwise you need to do hard work a lot in understanding HR process and functions and then only you can implement all those. You can do search on Google for HR model and functions it will be the best idea.
