Starting from Scratch: How Do I Build an HR Model for a New Manufacturing Unit?

Dear Sir/Madam, I am going to join a manufacturing unit of edible mustard oil in Agra, Uttar Pradesh. The company has assigned me the role of HR officer there. Prior to my arrival, there was no HR department or any HR professionals. The working staff used to handle all HR functional activities manually through conventional processes.
