Actually, it depends on your budget. The senior-most person in your organization may call a small get-together or a high tea to celebrate Labor Day. The idea is to celebrate individuals' involvement in running an organization; hence, employees at all hierarchical levels should be invited, including your pantry staff.
Some of the employees, especially those who have little recognition within the organization, should be invited to share their experiences. Then, they can be rewarded with a small prize or memento, followed by snacks, tea, etc.
Some highlights of the same get-together can be posted on your notice board, emailed, or uploaded on the intranet/HRIS for others to enjoy.
