under the contract labour act, can there be a possibility that contractor can employ the workers in different regions where all regions comes under single principal employer but different labour officer?
(different regions like each region is located in different places and they may come /may not come under same district)

YES; it is possible in my considered opinion.As per the definition of the term "appropriate Government" u/s 2(a) of the Contract Labor(Regulation and Abolition)Act,1970, an establishment in relation to which the Central Govt is the appropriate Govt as per the Industrial Disputes Act,1947 will have the Central Govt as its appropriate Govt. and in any other case the state Govt. If the 'regions' you mentioned spread across a single State, the contractor should obtain separate licenses from the State Govt licensing officers in whose territorial jurisdictions the particular regions fall.In case the regions are situated in more than one state,the procedure is the same but the registering officer and the licensing officers should be of the Central as the appropriate Govt in this case would be the Central Govt.

The licencing fee structure may be the different from state to state. Labour welfare fund is also need to pay as per state provisions.

Contractor can deply any where in india provided they should have valid labour licence in any State and should have his own PF and ESI codes.
Then he should apply for contractor labour licences in each State wherever he is deploying employees on his rolls.
