I completely agree with your views. The HR shall always endeavour to act as a conduit through which the employer and the employees communicate with each other - top to bottom and bottom to top-, as a bridge to connect both and as a referee to give it's neutarl opinion on the conflicts between the employer and the employees. Not withstanding the imperfections in human nature and constraints beyond it's control, the HR can try it's level best to make a work place ultimately as one where atleast majority will love to work.
