Which company/unit are you working for? If you said workers, then you are entitled to be working as per the Factories Act. As per the Factories Act, 1948, under section 79, one day of leave for every 20 days worked will be given. If the worker or staff (employed in a factory and comes under the definition of "worker") is in continuous service and his total working days for the year would be 303 days (365 days - 52 Sundays - 10 mandatory holidays as per festival and national holidays), then he will be eligible for 303/20 = 15 days of Earned Leave (EL) for the subsequent year. Any unauthorized absent days are to be calculated and deducted from the above-mentioned PL.

Continuous service is defined as one should have worked for 240 days, and in case of joining in the middle of the calendar year, the leaves should be calculated on a pro-rata basis. Please refer to Annual leave with wages under the Factories Act, 1948.
