Can anyone tell me what arrears are? Who is eligible for it, and what is the formula to calculate arrears?

An account is said to be "in arrears" if one or more payments have been missed in transactions where regular payments are contractually required, such as mortgage or rent payments, utility, or telephone bills. The term is usually used in relation to periodically recurring payments, such as rent, bills, royalties (or other contractual payments), and child support. Payment in arrears is a term describing payments made after a service has been provided. In this case, the use of the word "arrears" does not imply any breach.

My employer is not paying the arrears of my increment, which I was supposed to receive in April 2013. Additionally, my employer has deducted TDS on my salary against the arrears, but the arrears remain unpaid. This amount is clearly mentioned in my Form-16.

I would like to file a complaint without involving anyone else. How can I proceed with this?
