What are the reasons employees apply to withdraw PF and Pension amounts after two months of resigning? Please provide clarity on this.

I worked in a company from 01-12-2012 to 31-05-2013. I have applied to withdraw the pension benefits and submitted Form 10C to the PF authority. However, they rejected my claim on the grounds of working less than 6 months.
