How Do I Create an HR Manual for a New Multi-Specialty Hospital in Pune?

Dear Seniors, I am presently working in the manufacturing industry for the past 5 years in the Payroll section. I would like to know in detail how to design an HR manual for a newly set-up hospital. This hospital would be established in Pune (Yerawada) and would consist of 150 beds with around 500 employees. It is going to be a multi-specialty hospital.
