Salary Structure - New Company

Dear here this is Kandarp
i am join new company and here i knew that an employee who earn 12000 net pay salary but his basic is 3000,/- only so is it fine / true as per Hr Rules.. he is in Staff position.
pls, give me answer as soon as early.with Section no.

there are 5 members whose Pf Deduction on their Basic Salary and others are on 6500 limits,
Now company want to change their pf deduction form basic salary to 6500 ceiling limits. legally is it possible????
