Can you help me understand what the earned leave encashment rule is according to the Factory Act?

The Factories Act contains provisions for Annual Leave (Section 79). Sub-section 3 and 11 state the conditions regarding the payment of wages in lieu of the annual leave credited to an employee who is leaving the services.
