Dear Satya,
First of All the principal employer has to apply for the contractor with Local Labour Officer ,the Labour Deptt.Issued him a permission to appoint a contractor .Pricipal employer will provide u FORM V and a copy of his principal employer certificate .thus u will apply for the license with same authorty.
