How Do You Evaluate and Appraise Civil Engineers in a Construction Firm?

I am working as an HR Manager in a project management consultancy firm dealing with construction. We hire civil engineers to complete our projects. Can somebody please suggest the way to do performance evaluation and appraisal of the employees?
