The ESI Act covers all employees whose gross salary is Rs.150000/- or less p.m. So you need to cover only those of them under ESI.

A little amendment-- " the Gross Salary should be "15000" or less rather than "150000". I think It's a keyboard err that you've mentioned one extra zero... PS.

the ESI Act becomes applicable to a fcatory from the time it starts manufactuirng and the employer shall register it within 15 days of it becoming applicable to it as per regulation 10B of the ESI regulations 1950.

For the registration of PF code, it is necessary to do process after having first sales invoice or we can proceed same before having sales invoice.
