Convince them ( On the training topic) by giving Information in an Entertaining way.
Please check if the past training were interesting enough for their levels. Include a lot of meaningful games & activities. Heavy production is generally not a real reason for absenteeism. Making it compulsory may not help.
Keep the training within working hours. That means they don't have to stay longer because of training. Orient it in such a way that they feel that the training a kind of perquisite and not a task. Show to them how they will be personally benefited with the training.
If you administer these suggestions properly, they will actually look forward to and demand more and more training.

Further to response by others. I would add that you should have a feedback system to find out the route cause of absentism for training. Find out the reason why they are reluctant for training, analyse it properly and then attack on route cause.
You said in your query that the reason may be due to heavy demand of production. Here you need to have better co-ordination with shop floor incharge. You need to take them in confidence. Convince them the need of training. If required, first organize a work shop for shop floor incharge and management team. This will help you in changing the culture in your organization.
