In the document that you have attached i have a point to clarified, is the Holiday list as to be same or can it change depending on the company. According to me it can change and only restriction is the Number of days i.e 12.

Yes, you are very true.. its not static one.. its flexible according to company policy, culture of the locality and so on..
But yes the number should should be static.
