Can anybody provide OFF Site Emergency Plan. I have an onsite plan, but do not have the Off site Plan

Off-site emergency plan is not your scope.
Local & District Authority are responsible for the same.

Thank you very much for your response sir. Can you explain in detail about the Local and district authority. Do you mean that the is it the responsibility of the Local Government. also can you please let me if it is mentioned in BOCW as ours is a construction site

100% agree with Sh. Srinivas.
This is not your scope but responsibility of District authority. Normally comes under Collector scope.

Bocw= building and other contructions workers employment and service condition act 1996.
One construction enterpres is need to get registered with the labour dept under this act.
There is a labour welfare fund under this act where 1% of the contract value is required to deposit by the employer.
This is a central govt act, which has been implemented by state govt. This act has been initiated to give social securities to the construction workers and workers of the unorganised sector.

In the District Crisis Group, District Collector is the Chairman, other district govt. officials from different departments like Police, Health, Transport, Animal husbendary, Civil Supplys, Factories Inspectorate, Pollution Control Board etc... are the members in the committee.
Off-site Emergency Plan directions available in the "The Manufacturing, Storage and Import of Hazardous Chemicals Rules, 1989". You please go through the rules given in the attachment.

I am fully agree to your view that Off-Site Emergency Plan is not our head ache. It is the responsibility if Collector of respective district.
