Procedure To Tell All The Depatment Regarding Internal Requirement

I want to tell the internal requirement procedure to all the department in our company. Telling the procedure through mail is the right way or should I sent the copy of procedure on company's letter head with sign & stamp of HR Head as a circular.

Y dont u try both?? First send all departments a mail and then take a signature hard copy.. be on safer side..
