I need an official draft concerning the winding up of the factory for submission to various departments such as PF, ESI, Factory, and Labour Welfare.

Firstly, you need to understand the provisions of sections 25FFA, 25FF, and 25O of the Industrial Disputes Act, 1947, where the term "Closure" is defined. This refers to Chapter-Va (Less than 50 Workmen) - No permission is needed for closure. In Chapter-VB (More than 50 Workmen), prior permission from the Government is required.

For EPF and ESI, you need to send a general intimation for closure but submit nil returns until the final closure is completed.

Regarding the Factory Act, you must surrender the Factory License with a written request for closure.
