Government Org Call Letter - Existing PSU Not Giving NOC As I Am On Probation

Some seniors recruited in our psu with experience now they completed 4 years service. They wanted to apply for central govt job and requested for noc. We have orally informed them we cannot give noc because they have recruited specially for particular project.
Can we give them in writing that no objection cannot be given that you have been specially recruited for a particular project.

Our company is going to have a very big Learning Academy is being established for conducting learning and development programs for executives. In this regard, it is felt that an appropriate name should be selected for the learning Academy.
Can anybody suggest name please for the Learning Academy
